The voice actresses of two of the characters from My Little Pony Friendship Is Magic (Nihongo dub) voiced two characters from Freezing, the animated adaptation of the manhwa (South Korean manga/comic) series of the same name by Lee Soo-hyun and Kim Kwang-hyun, aired in Japan in 2011. Izumi Kitta, who voices and sings for Rainbow Dash, did Cleo Brand (age 17), the German dark-skinned Pandora (teenage female super soldier with implants) studying at the GENETICS Military Academy, West Japan.

Akeno Watanabe, who voices Gilda the Griffon from episode Griffon the Brush Off, did Kim Yumi (age 23), the Korean ex-Pandora, now teacher working at the GENETICS Military Academy, West Japan.

Watched the first 12 episodes and the 3 specials firsthand without getting…IYKWIM. Please check if OP’s wrong.

If anything, DO NOT confuse “Freezing” with “Frozen”, which is Disney’s 3D animated film.

Also, Freezing = Queen’s Blade + Busou Renkin + Elfen Lied, at least to OP.
