Why don't people upload more often?
The fact that I've got so much to upload that it feels like a daunting task to even begin. Especially since a lot of the stuff I have is paywall content that might already be uploaded, so I have to check if it is, then upload it (from my really slow Internet connection) and then tag it and aaaaaa even thinking about it.... urgh.

Sure, it's a big undertaking, but if you chip away at it bit by bit, that big task will turn into a smaller and smaller one. A single image a day won't take much work, and will get you into the uploading groove eventually.
As for duplicates, better to take an L by accidentally uploading a dupe occasionally instead of just letting everything rot in a hard drive.
I feel like a big reason is because this site is constantly scraping from Derpi, so outside of stuff Derpi doesn’t allow there’s not much to upload to begin with.

There's a lot of stuff not on Derpi: art packs, DNP artists, unauthorized edits... It's not an insignificant figure.
Then there's just the random holes you notice, like with Bbbhuey. Not under a DNP, but everybody decided to stop uploading stuff from him.
I leaked this art pack for y'all and nobody cared: https://twibooru.org/posts/2917747#comment_7506

What you'll find is that it isn't an issue of availability, because there's thousands of images out there, it's getting people to take that final step of uploading and tagging.

I do.
I just don't upload content that makes me vomit, and there's a lot of overlap between 'not imported' and 'makes me vomit'.
Unfortunately.
