True, he can still take the form of a ram, or goat, but that just for the sake inconspicuousness. No, THIS is the his true, godly form that he takes in the series once he is freed from The Well of Souls, and beforehand The Realm of Darkness.

But his battle with Laurana had taken a heavy toll on his body, and Gusty’s actions greatly diminished him. Modifications were thus in order, you could say. Utilising all of the evil souls in the caverns of Mt. Tambelon, along with those gathered via Tirek’s soulnado, and finally by the merging of himself, Lord Tirek, and reuniting with his Bewitching Bell aka The Crystal Bell of Souls, he obtained a new, more nightmarish appearance. His right side gained the greatest changes because his arm and leg were demolished on that side. Now, it just adds to his already terrifying repartee.

And I promise you that Discord is nothing compared to Emperor Grogar, being his offspring, and all. That’s also another contributing factor of his new body: his anarchistic nature made him more closely resemble a draconequus in appearance. But make no mistake: Emperor Grogar remains one of the last, and mightiest Djinn in the world of Harmonia (Djinn are evil Bahamuts who bring chaos and destruction everywhere they go in their quest to spread darkness. They’ll get their own explanatory journal later, I promise.).
