I thought for a long time of which pony could fit into the slot of not being a heavily mentioned character, or serving a role as advisor or otherwise, in base EAW who could be leader of a puppeted Riverlands. I ran names through my head but when I thought of Cheerilee I couldn't think of anypony else who could fit that role better. The real fun part is I didnt look her up to see if she is anywhere, im kinda just gambling and using memory.
